What do Houston trucking companies need from their insurance?

Updated . Sources for every claim are listed at the end.

The short version

  • Port Houston handled a record 4,303,345 TEUs in 2025 at its Barbours Cut and Bayport container terminals, serving about 2.5 million trucks with an average truck turn time of about 40 minutes.
  • Houston has the most congested truck road in Texas. In the 2025 Texas Top 100 report (2024 data), Eastex Fwy (I-69/U.S. 59) from SH 288 to I-10 ranked No. 1 for trucks, and Harris County had five of the truck top 10.
  • The Houston Ship Channel moves petrochemicals, crude oil and plastics, so tanker, hazmat and pollution coverage matter here more than in most Texas cities.
  • Weather is a coverage issue: Harvey put 51.88 inches of rain on Cedar Bayou in 2017, and Beryl gusted to 84 mph at Hobby Airport on July 8, 2024. Comprehensive coverage on your trucks and cargo terms around flooding are worth checking before June.

Port Houston and container drayage

Port Houston owns and operates the eight public terminals on the Houston Ship Channel, including the Barbours Cut and Bayport container terminals. Its January 2026 release reported 4,303,345 TEUs in 2025, a 4% increase over 2024 and a record, plus 54,491,066 short tons across its public terminals. Port Houston also reported serving approximately 2.5 million trucks in 2025, with an average truck turn time of about 40 minutes.

Bayport and Barbours Cut both sit on the east side of the metro near Galveston Bay, so container drayage starts there and fans out to warehouses across Harris County and beyond.

For a drayage carrier, the insurance questions are specific:

TSA requires a TWIC for workers who need access to secure areas of the nation's maritime facilities, so plan driver credentials along with coverage. See drayage trucking insurance.

Leased owner-operator: who covers what

Insurance split between a motor carrier and a leased owner-operatorPrimary auto liability while under dispatch: the motor carrier carries it. Non-trucking or bobtail liability when not under dispatch: the owner-operator. Physical damage on the owner-operator's truck: the owner-operator. Motor truck cargo: usually the carrier, with deductions from the owner-operator only as the lease states. Occupational accident or workers' comp: the carrier sets the requirement and the owner-operator usually buys occupational accident coverage.CoverageMotor carrierOwner-operatorPrimary auto liabilitywhile under dispatchCarries itrequired for its authorityPays only if the leasestates a chargebackNon-trucking (bobtail) liabilitywhen not under dispatchUsually notoften asks for proofCarries itlease says who provides itPhysical damageon the owner-operator's truckUsually notnot the carrier's truckCarries itown truck, own policyMotor truck cargoon the freight being hauledUsually carries itas the carrier of recordDeductions only asthe lease spells outOccupational accidentor workers' comp for the driverSets the requirementsome cover under their WCUsually buys itoften occupational accidentUsually carries itDepends on the leaseUsually not theirs
Typical split, not a rule: the lease decides. Under 49 CFR 376.12(j), the lease must state the authorized carrier's duty to keep the liability insurance FMCSA requires, say who provides other coverage such as bobtail insurance, state the amount of any insurance charged back to the owner-operator, and spell out when cargo or property damage can be deducted from settlements. Section 376.12(h) requires every chargeback item and how it is computed to be listed in the lease. Have an attorney review the lease itself.

Petrochemical, crude and hazmat freight

Port Houston describes the Houston Ship Channel complex as more than 200 private and eight public terminals and the nation's largest port for waterborne tonnage. Its 2025 release notes increases in chemical tankers, bulk and general cargo, reflecting demand for petrochemicals, crude oil, plastics and machinery.

That freight puts Houston carriers into the higher federal financial responsibility tiers and into pollution exposures a dry van carrier never sees:

Houston congestion, by the numbers

The 2025 Texas Top 100 Congested Road Segments report (2024 data) puts Houston at the top of both lists. West Loop (I-610) from I-10 to U.S. 59/I-69 is No. 1 for all vehicles again. For trucks, Eastex Fwy (I-69/U.S. 59) from SH 288 to I-10 moved from No. 4 to No. 1.

Heavy congestion means rear-end, side-swipe and merge claims. Underwriters will look at your loss runs for those patterns and ask about cameras and driver training. See what is a loss run and do dashcams lower truck insurance.

Hurricanes, flooding and your trucks

The National Weather Service reports that during Hurricane Harvey in 2017, Cedar Bayou in Houston received 51.88 inches of rain, which NWS calls a North American record. Hurricane Beryl made landfall near Matagorda on July 8, 2024, and NWS Houston/Galveston recorded an unofficial 84 mph gust at Hobby Airport and an 83 mph gust at Bush Intercontinental.

Flood and wind damage to a parked truck is a physical damage claim, and it is only covered if you carry comprehensive (not just collision). Check that every unit is scheduled with a realistic value and that trailers are included. See truck physical damage insurance and stated amount vs actual cash value.

Cargo sitting in a flooded yard is a separate question. Many cargo forms limit coverage for unattended vehicles or specific causes. See what does cargo insurance exclude.

TxDMV lists two Houston regional service centers, Houston North and Houston South, for IRP apportioned registration and title services.

Common questions

Do I need a TWIC card to haul out of Barbours Cut or Bayport?

TSA requires a TWIC for workers who need access to secure areas of maritime facilities, so drivers working the container terminals generally need one or an escort. It is a credential issue, not an insurance one, but brokers and terminals check it alongside your insurance.

Was my truck covered if it flooded during a hurricane?

Only if the unit carried comprehensive physical damage coverage. Liability does not pay for damage to your own truck. Look at your declarations page for the scheduled units and the deductible. See truck physical damage insurance.

What changes if I start hauling chemicals for Ship Channel plants?

Placarded hazmat can raise your federal minimum liability, plant contracts usually ask for higher limits and specific endorsements, and you will want pollution coverage that responds to a spill in transit. See hazmat trucking insurance and truck pollution liability.
