What do Beaumont trucking companies need from their insurance?

Updated . Sources for every claim are listed at the end.

The short version

  • TxDOT's port profile calls the Port of Beaumont the No. 1 strategic military port in the U.S. and lists 214,152 trucks of annual truck traffic, with highway connections to I-10, US 96/69 and SH 380.
  • Beaumont freight is heavy, oversized and industrial: military rolling stock, project cargo, liquid bulk and refinery work. Heavy haul, flatbed, tanker and hazmat coverage are the core lines here.
  • Harvey flooded more than 64,000 homes in Jefferson County in 2017 with rainfall over 40 inches, according to NWS Lake Charles, and several refineries were offline for an extended period. Plan physical damage and cargo coverage around flood risk.
  • TxDMV runs a Beaumont regional service center for IRP apportioned registration on established accounts.

The Port of Beaumont and what moves through it

TxDOT's 2024-2025 port profile describes the Port of Beaumont as "the No. 1 strategic military port in the U.S. and a top 10 port in terms of tonnage." The port is reached through the Sabine-Neches Waterway and a 19-mile Port of Beaumont channel. The profile lists:

  • Road: highway connections to SH 380, I-10 and US 96/69
  • Rail: 48 miles of port-owned switching railroad, with connections to Union Pacific, BNSF and Kansas City Southern
  • Annual truck traffic: 214,152

The port's own trucker page tells drivers to exit Spur 380 (M.L. King Pkwy) and to avoid narrow congested roads in downtown Beaumont. It also lists a TWIC escort service and separate escort fees for military drop-off and pickup. Those details tell you the kind of driver Beaumont work needs: one with a TWIC or an escort plan, routed around downtown, and comfortable with secure-facility procedures.

What that freight means for coverage:

Refinery, chemical and hazmat work

Southeast Texas is refinery and chemical country. NWS Lake Charles notes that several refineries in Jefferson County took on floodwater during Harvey and were offline for an extended period, which tells you how concentrated that industry is around Beaumont and Port Arthur.

Hauling into those plants usually means:

How a trucking liability tower stacks

Trucking liability tower with federal minimum limitsA stack of liability layers. At the bottom, primary auto liability, with marks at 750 thousand dollars (the federal minimum for for-hire interstate general freight) and 1 million dollars (commonly required by brokers and shippers, and the federal minimum for oil and many hazardous materials). Above it, umbrella or excess liability up to 5 million dollars, the federal minimum for certain bulk hazardous materials, and additional excess above that. An MCS-90 endorsement is attached to the primary policy as a guarantee to the public, not extra coverage.Liability layersCommon limits and minimumsAdditional excessfor contracts that ask for moreUmbrella or excess liabilitypays only after the primarylimit is used upPrimary auto liabilitythe first policy to pay a crash claim$0$750,000Federal minimum for for-hireinterstate general freight, vehicles 10,001 lbs and up$1,000,000Commonly required by brokers andshippers; federal minimum for oiland many hazmat loads$5,000,000Federal minimum for certain bulkhazmat; often built as primaryplus excessMCS-90Guarantee to the public, not extra coverage.Carrier repays insurer.attached to the primary
Not to scale. Federal minimums are from 49 CFR 387.9: $750,000 for for-hire interstate carriers hauling nonhazardous property in vehicles rated 10,001 lbs or more, $1,000,000 for oil and many hazardous materials, and $5,000,000 for certain bulk hazardous materials. Texas intrastate carriers meet TxDMV's minimums instead. The MCS-90 makes the insurer pay a judgment owed to the public, up to the required minimum, even where the policy itself would not respond, and the carrier then owes the insurer that money back.

Harvey and the flood question

The NWS Lake Charles office reports that Harvey brought widespread rainfall over 40 inches to Jefferson County in 2017, flooded more than 64,000 homes, and produced record crests on Pine Island Bayou and the lower Neches River. In neighboring Orange County, floodwater covered parts of I-10 near Rose City, Vidor and Orange.

For a Beaumont carrier, two policy lines decide whether a flood is a loss you absorb or one you recover:

I-10 is the only interstate through Beaumont, so a closure there reroutes everything. That is a scheduling problem more than an insurance one, but it is worth having a plan that does not put drivers on flooded secondary roads.

Where cargo coverage commonly falls short

Common motor truck cargo exclusions and conditionsA loaded refrigerated truck surrounded by seven common cargo gaps. Exclusions: commodity exclusions or sublimits such as electronics, alcohol, tobacco and pharmaceuticals; theft from an unattended vehicle; reefer breakdown spoilage unless endorsed. Conditions and limits: theft conditions such as locks, alarms or secured parking; coverage only on scheduled vehicles; whether the limit applies per vehicle, per load or per occurrence; and the deductible.THE LOADCommodity exclusionsSome goods excluded orsublimited, e.g. electronics, alcohol, tobacco, pharmaUnattended vehicleTheft from an unattendedtruck may be excluded orlimited to set conditionsTheft conditionsLocks, alarms or securedparking may be requiredfor theft to be coveredScheduled vehicles onlyA truck or trailer not onthe schedule may have nocargo coverage at allReefer breakdownSpoilage from unit failureis often excluded unlessadded by endorsementPer vehicle vs per loadCheck whether the limitapplies per vehicle, perload or per occurrenceDeductiblePaid first, by you, onevery cargo claim; checkit against the agreementExclusionCondition or limitCommodity examples are generic;each form has its own list.
Motor truck cargo policies are not standardized: each carrier writes its own form, so these are common patterns, not a description of any one policy. Read the exclusions, the theft and unattended-vehicle conditions, the commodity list and the limit wording on your own form, and compare them to what the broker-carrier agreement asks for.

TxDMV in Beaumont

TxDMV lists a Beaumont regional service center among its 18 centers. It handles IRP credentials and temporary operating authority for established accounts, along with title services. Insurance filings themselves (BMC-91X to FMCSA, Form E to TxDMV) are made electronically by your insurer. See FMCSA and TxDMV insurance filings.

Common questions

Do I need special coverage to haul military cargo out of the Port of Beaumont?

There is no single "military cargo" policy. The loads are often oversize and high value, so the questions are your cargo limit, whether your cargo form covers the commodity, and whether your auto policy and permits fit oversize moves. See heavy haul insurance.

A refinery contract asks for limits above my primary policy. What are my options?

Most carriers meet higher contract limits with an umbrella or excess policy over the primary auto liability. Have an attorney review the contract language, and see trucking umbrella insurance.

My trucks flooded once before. Will that affect my renewal?

A prior flood claim shows on your loss runs, and underwriters will ask where units are parked and whether you move them ahead of storms. A written storm plan (where trucks go and who moves them) helps that conversation. If the renewal comes back much higher, see trucking insurance renewal increase.
