The short version
- The Pharr-Reynosa International Bridge, next to McAllen, calls itself the "#1 border crossing in U.S. for Produce." The City of Pharr reports 703,991 total truck crossings for fiscal year 2025-2026.
- BTS counts Pharr cargo under the Hidalgo port, which logged 719,184 incoming truck crossings in calendar 2025, second in Texas behind Laredo.
- Produce makes reefer the core McAllen operation, and reefer breakdown coverage is the line that most often decides whether a spoiled load is paid.
- TxDMV runs a regional service center in Pharr, which handles IRP apportioned registration for established accounts.
Pharr-Reynosa and the produce trade
The City of Pharr's bridge site describes the Pharr-Reynosa International Bridge as the "#1 border crossing in U.S. for Produce" and the "3rd Largest Trade Hub on the Texas-Mexico border." The city lists top imports including avocados, dates and figs; strawberries and blueberries; insulated wire and cable; TVs and monitors; and medical instruments. Top exports include fuels, LNG and petroleum gases, pork and motor vehicle parts.
The city's truck crossing comparison reports 703,991 total truck crossings for fiscal year 2025-2026, up from 688,876 the year before.
CBP counts Pharr's cargo operations under the Hidalgo port (2305). CBP lists Pharr Cargo Operations from 7:00 a.m. to 10:00 p.m. on weekdays and 8:00 a.m. to 4:00 p.m. on weekends, and BTS data show 719,184 incoming truck crossings at Hidalgo in calendar 2025.
For a McAllen-area carrier, that trade mix means two flows: perishable loads heading north from the bridge, and southbound loads that include fuels and petroleum gases, which bring tanker and hazmat underwriting into play. See tanker truck insurance and hazmat trucking insurance.
Reefer is the core operation
Produce moves north from the Valley in refrigerated trailers, often to Dallas, Houston, the Midwest and the East Coast. That makes McAllen a reefer town, and reefer claims have their own traps:
- Reefer breakdown. Standard cargo forms often exclude spoilage from a mechanical failure of the refrigeration unit unless reefer breakdown coverage is added. See reefer breakdown coverage.
- Temperature records. Underwriters and adjusters will ask for download data. A missing record can turn a covered loss into a dispute.
- Shipper and broker requirements. Produce brokers often ask for higher cargo limits and reefer breakdown on the certificate. See how much cargo insurance do brokers require.
- Rejected loads. A load refused at the receiver for quality reasons is not automatically a covered cargo loss. Know what your form says.

Where cargo coverage commonly falls short
Cross-border work and inspection delays
Many Valley carriers do transfer work across the Pharr bridge or haul loads that started in Mexico. Two rules apply:
- A U.S. truck policy generally does not cover you inside Mexico. See cross-border trucking insurance and Mexico insurance for cross-border trucks.
- Trailers you do not own, moved under an interchange agreement, need trailer interchange insurance.
Delays at the bridge are real. In April 2022, the Texas Tribune reported, troopers inspected more than 4,100 vehicles over eight days under a state order to inspect every commercial truck from Mexico's border states, and the inspections ended only after agreements with Mexican governors. Long waits put perishable loads at risk and push drivers toward hours-of-service limits. A spoiled load from a delay is a cargo coverage question, so make sure your reefer coverage responds to delay-related temperature loss.
TxDMV and local coverage needs
TxDMV lists a Pharr regional service center among its 18 centers. It handles IRP credentials and temporary operating authority for established accounts.
Beyond reefer, McAllen-area carriers commonly need:
- Dry van for manufactured goods from the maquiladoras. See dry van trucking insurance.
- Owner-operator programs, since much Valley freight moves on leased trucks. See leasing owner-operators insurance.
- New authority coverage, because many Valley carriers are young companies. See new authority truck insurance.
Common questions
Does my cargo policy cover produce that spoils because the reefer unit failed?
Only if you have reefer breakdown coverage. Many standard cargo forms exclude spoilage from mechanical failure of the refrigeration unit. See reefer breakdown coverage.
Where is the closest TxDMV office for apportioned plates in the Valley?
TxDMV operates a regional service center in Pharr that handles IRP apportioned registration for established accounts. Check the TxDMV regional service center page for hours.
Do produce brokers want to see reefer breakdown on my certificate?
Many do. Produce brokers commonly ask for a cargo limit that fits the load value and for reefer breakdown coverage, and some check the certificate for it during onboarding. If a broker rejected your packet over cargo terms, see carrier packet insurance rejected.
What if produce warms up because the load was held at the bridge?
That depends on your cargo form. Many cargo forms exclude loss caused by delay, and reefer breakdown coverage usually responds to a mechanical failure of the unit, not to a load that sat too long with the unit working. Keep temperature downloads and paperwork showing the hold. See what does cargo insurance exclude.
