What do Fort Worth trucking companies need from their insurance?

Updated . Sources for every claim are listed at the end.

The short version

  • AllianceTexas in north Fort Worth is the area's freight engine. The Texas Comptroller reports the BNSF Alliance Intermodal Facility handled more than 1.1 million lifts in 2024, alongside the FedEx Southwest Regional Sort Hub and Amazon Air's regional air hub.
  • North Freeway (I-35W) from SH 183 to I-30 ranked No. 2 statewide for truck congestion in the 2025 Texas Top 100 Congested Road Segments report (2024 data).
  • Container work off the BNSF ramp is drayage. That brings trailer interchange, chassis and intermodal agreement questions most dry van carriers never face.
  • TxDMV runs a Fort Worth regional service center that handles IRP apportioned registration for established accounts.

AllianceTexas and what it generates

The Texas Comptroller's 2024 profile describes AllianceTexas as a 9,600-acre logistics hub inside a 27,000-acre master-planned development, connected by air (Perot Field Fort Worth Alliance Airport), road (I-35W/SH 170, with access to SH 114 and FM 156) and rail (BNSF and Union Pacific). The BNSF intermodal facility covers more than 500 acres and had more than 1.1 million lifts in 2024. More than 500 companies are located there, including the FedEx Southwest Regional Sort Hub and Amazon Air's regional air hub.

The Dallas Regional Chamber also notes that BNSF is headquartered in Fort Worth.

For a trucking company, that mix creates a few distinct kinds of work:

Interchange and chassis: the drayage gap

When you pull a container on a chassis you do not own, under an intermodal interchange agreement, the equipment is in your care. Your auto liability policy usually does not pay for physical damage to someone else's trailer or container. That is what trailer interchange coverage is for.

Questions to settle before you start ramp work:

Have an attorney review the interchange agreement itself. We explain the insurance side.

Leased owner-operator: who covers what

Insurance split between a motor carrier and a leased owner-operatorPrimary auto liability while under dispatch: the motor carrier carries it. Non-trucking or bobtail liability when not under dispatch: the owner-operator. Physical damage on the owner-operator's truck: the owner-operator. Motor truck cargo: usually the carrier, with deductions from the owner-operator only as the lease states. Occupational accident or workers' comp: the carrier sets the requirement and the owner-operator usually buys occupational accident coverage.CoverageMotor carrierOwner-operatorPrimary auto liabilitywhile under dispatchCarries itrequired for its authorityPays only if the leasestates a chargebackNon-trucking (bobtail) liabilitywhen not under dispatchUsually notoften asks for proofCarries itlease says who provides itPhysical damageon the owner-operator's truckUsually notnot the carrier's truckCarries itown truck, own policyMotor truck cargoon the freight being hauledUsually carries itas the carrier of recordDeductions only asthe lease spells outOccupational accidentor workers' comp for the driverSets the requirementsome cover under their WCUsually buys itoften occupational accidentUsually carries itDepends on the leaseUsually not theirs
Typical split, not a rule: the lease decides. Under 49 CFR 376.12(j), the lease must state the authorized carrier's duty to keep the liability insurance FMCSA requires, say who provides other coverage such as bobtail insurance, state the amount of any insurance charged back to the owner-operator, and spell out when cargo or property damage can be deducted from settlements. Section 376.12(h) requires every chargeback item and how it is computed to be listed in the lease. Have an attorney review the lease itself.

I-35W and Fort Worth congestion

The 2025 Texas Top 100 Congested Road Segments report (2024 data) ranks North Freeway (I-35W/U.S. 287) from SH 183 to I-30 at No. 2 statewide for truck congestion and No. 8 for all vehicles. It was one of three segments new to the all-vehicle top 10 this year. The report also found that the Fort Worth district had more truck top-100 segments in 2024 than in 2023.

That is the stretch between downtown and the Alliance corridor, which a lot of Fort Worth freight uses. Underwriters looking at a Fort Worth fleet will ask about driver experience, camera systems and loss history, and they will look hard at rear-end and lane-change claims. TxDMV and filings for Fort Worth carriers

TxDMV lists a Fort Worth regional service center among its 18 centers. Regional service centers handle IRP credentials and temporary operating authority for established accounts, along with title services, from 8 a.m. to 5 p.m. on weekdays.

Your authority itself depends on insurance filings your insurer makes: the BMC-91X with FMCSA for interstate work, and Form E with TxDMV for intrastate work. If you are starting a new authority out of Fort Worth, see new authority truck insurance and FMCSA and TxDMV insurance filings.

Common questions

Does my auto liability cover a chassis I pick up at the Alliance ramp?

Usually not for damage to the chassis or container itself. Auto liability covers damage you cause to others. Damage to equipment in your care under an interchange agreement is handled by trailer interchange coverage. See trailer interchange insurance.

I run expedite freight for the air hubs in a box truck. Do I need my own authority insurance?

If you haul for hire under your own authority and cross state lines, you need the federal filings your insurer makes with FMCSA. If you are leased to another carrier, their policy is usually primary while under dispatch, and you may need non-trucking liability. See box truck insurance and who insures a leased owner-operator.

Why do underwriters ask where my Fort Worth trucks are garaged?

Garaging is a rating factor because it reflects where a truck spends its time and the traffic it sees. A unit garaged near the I-35W corridor and running local is rated differently from one based in a rural county running long haul. Give the real garaging address for each unit, because a mismatch can cause problems at claim time. See what is radius in truck insurance.
