The short version
- Three of the ten most congested truck segments in Texas are on I-35 in Travis County, according to the 2025 Texas Top 100 report (2024 data), including the stretch from U.S. 290 North to Ben White Blvd at No. 5.
- TxDOT broke ground in late 2024 on the $5.6 billion I-35 Capital Express Central project from US 290 East to SH 71, with completion expected in 2033. Work zones are part of every Austin route for years.
- SH 130 Segments 5 and 6 run 41 miles from Mustang Ridge to Seguin and, with the northern segments from Georgetown, form a 91-mile toll alternative to I-35.
- Austin freight is construction, aggregates and urban delivery, so dump truck, box truck and liability limits drive most Austin policies.
I-35 through Austin: the truck numbers
The 2025 Texas Top 100 Congested Road Segments report from TTI and TxDOT (2024 data) shows how hard Austin is on trucks. Three of the truck top 10 are on I-35 in Travis County, and two of them (the adjoining segments between SH 71 and SH 45) are new to the truck top 10 this year. The report also ranks I-35 from U.S. 290 North to Ben White Blvd at No. 9 for all vehicles.
Underwriters see this in loss runs. Austin fleets with stop-and-go I-35 exposure get questions about rear-end claims, following distance, camera systems and driver tenure. See do dashcams lower truck insurance and how do CSA scores affect truck insurance.
| Truck rank | Segment | Prior years (2024/2023/2022) |
|---|---|---|
| 5 | I-35, U.S. 290N / SS 69 to Ben White Blvd / SH 71 | 1 / 3 / 1 |
| 9 | I-35, Ben White Blvd / SH 71 to Slaughter Ln | 18 / 19 / 19 |
| 10 | I-35, Slaughter Ln to SH 45 | 20 / 22 / 30 |
Capital Express construction
TxDOT broke ground in October 2024 on the I-35 Capital Express Central project, a $5.6 billion rebuild that adds managed lanes from US 290 East to SH 71/Ben White Blvd. TxDOT expects construction along the entire corridor to be complete in 2033, weather permitting.
Work zones change the claim picture: lane shifts, narrow lanes, sudden stops and debris. A few things to keep in mind:
- Liability limits. A work-zone crash with injuries can exceed a primary policy. See trucking umbrella insurance and what is a nuclear verdict.
- Physical damage on your own units for low-speed contact in tight lanes. See truck physical damage insurance.
- Contractor work. If your trucks haul for the projects themselves, the contractor's subcontract will set insurance requirements. See shipper contract insurance requirements and what is primary and non-contributory.
How a trucking liability tower stacks
SH 130 as the bypass
The SH 130 Concession Company describes Segments 5 and 6 as a 41-mile toll road between Mustang Ridge and Seguin. With the northern segments starting in Georgetown, it forms a 91-mile route offered as an alternative to I-35 congestion through Central Texas.
For through freight, SH 130 trades toll cost for time and fewer congestion-related crashes. Toll charges are an operating cost, not an insurance item, but the route choice can show up in your loss experience over time. If you run SH 130 regularly, mention it when we review your account. Underwriters look at where trucks actually run, and a fleet that avoids the worst I-35 segments has a story to tell.
Austin freight and TxDMV
A lot of Austin-area trucking supports construction (aggregates, dirt and materials) or urban delivery:
- Dump trucks for sites and road projects. See dump truck insurance.
- Box trucks for final-mile and furniture delivery. See box truck insurance.
- Flatbed for building materials. See flatbed trucking insurance.
- Workers' comp if you have employee drivers. See trucking workers comp in Texas.
Many Austin dump and materials haulers run only inside Texas, which means Texas intrastate registration and a Form E filing rather than federal authority. See Texas intrastate truck insurance requirements.
TxDMV runs an Austin regional service center, which handles IRP credentials and temporary operating authority for established accounts.
Common questions
Will running SH 130 instead of I-35 lower my insurance?
There is no automatic discount for a route. What helps is a clean loss history, and avoiding the most congested I-35 segments can contribute to that over time. Tell your underwriter how your trucks actually run.
I haul dirt only inside Texas. Which filing do I need?
Intrastate for-hire carriers register with TxDMV, and the insurer files a Form E as proof of coverage. If you cross state lines or haul interstate freight, federal filings apply too. See what is Texas Form E.
Do I need workers' comp for my Austin dump truck drivers?
Texas generally lets private employers choose whether to carry workers' compensation, but many general contractors require it in their subcontracts before your trucks can work a job. See do Texas trucking companies need workers comp and trucking workers comp in Texas.
