What should Longview trucking companies know about their insurance?

Updated . Sources for every claim are listed at the end.

The short version

  • Gregg County is one of the Texas counties the Railroad Commission lists for the Haynesville/Bossier Shale, a gas play whose productive interval is more than 10,000 feet down.
  • Longview sits on I-20 between Dallas and Shreveport, with US 259 north-south. TxDOT is planning a Loop 390 relief route at Marshall, east of Longview, to be signed as I-369.
  • Haynesville trucking means frac sand, produced water, pipe and equipment. Those loads need pollution coverage and MSA review that general freight policies often miss.
  • Longview fleets also haul timber and wood products. Texas A&M Forest Service valued the 2023 East Texas timber harvest at $821.1 million delivered.

Longview’s roads and the I-369 plan

I-20 runs along Longview's south side, with Dallas about two hours west and Shreveport about an hour east. US 259 runs north toward Ore City and Daingerfield and south toward Kilgore and Henderson. US 80 parallels I-20 through town, and Loop 281 circles the city.

East of Longview, US 59 runs through Marshall. TxDOT's Atlanta District is planning the development of I-369 in the Marshall area, with the goal of building, designating and signing Loop 390 as US 59 and ultimately I-369. TxDOT describes the proposed roadway as a four-lane route built to interstate standards, split into three sections for funding and design. TxDOT has not published a construction date on the project page.

For a Longview fleet, that means I-20 east-west freight today, with the US 59 north-south corridor to Texarkana and Houston one county over.

Haynesville Shale hauling

The RRC describes the Haynesville/Bossier Shale as located in East Texas (RRC District 6) and western Louisiana, and lists these Texas counties: Angelina, Gregg, Harrison, Marion, Nacogdoches, Panola, Rusk, Sabine, San Augustine and Shelby. The productive interval is more than 10,000 feet below the surface, and on December 15, 2009 the RRC consolidated Haynesville/Bossier discoveries into the Carthage (Haynesville Shale) field.

In the RRC's July 2026 statistics, District 06 issued 44 permits to drill new holes and recorded 22 new gas completions.

Deep gas wells need a lot of trucking: frac sand, water in and produced water out, pipe and tubulars, and heavy equipment. The insurance issues are the same as any oilfield work:

  • Pollution. A produced water or fluid spill can fall between auto and GL. See truck pollution liability.
  • Permits. Hauling non-hazardous oil and gas waste for hire off the lease requires an RRC waste hauler permit and an active Form P-5.
  • MSAs. Additional insured, waiver of subrogation and primary and non-contributory wording. See what is primary and non-contributory.

Timber, steel and general freight

Longview also sits in the East Texas timber economy. Texas A&M Forest Service's Harvest Trends 2023 report put the delivered value of the 2023 East Texas timber harvest at $821.1 million, with 1.8 billion board feet of sawlogs, and found that the wood-based sector was among the top five manufacturing employers in 33 of 43 East Texas counties. Log trucks and chip trailers share the same two-lane roads as oilfield traffic.

Longview's industrial base also generates flatbed freight: pipe, steel and fabricated equipment. See flatbed trucking insurance and heavy haul insurance.

Loading, unloading and pad-site liability

A lot of Longview oilfield and industrial trucking happens off the highway: loading pipe in a yard, unloading sand at a pad site, or helping a customer rig up. Whether an injury or damage during that work falls under your auto policy or your general liability policy depends on the policy wording and the facts, and gaps between the two are common.

Ask how your policies treat loading and unloading, and whether you carry truckers general liability with the additional insured and waiver endorsements your customers require. See certificate holder vs additional insured.

East Texas losses and what we check

Common Longview truck losses: run-off-road crashes on narrow, wet roads, deer strikes at dawn and dusk, backing incidents on pad sites, and rear-end crashes in I-20 congestion. We check:

  1. That every operation is on the application. Oilfield, timber and general freight rate differently.
  2. Named insured consistency across the policy, the USDOT number, the P-5 and the MSA. See FMCSA and TxDMV insurance filings.
  3. Umbrella limits against what operators ask for. See trucking umbrella insurance.
  4. Loss runs. If the renewal jumped, we read them first. See what is a loss run.

How a trucking liability tower stacks

Trucking liability tower with federal minimum limitsA stack of liability layers. At the bottom, primary auto liability, with marks at 750 thousand dollars (the federal minimum for for-hire interstate general freight) and 1 million dollars (commonly required by brokers and shippers, and the federal minimum for oil and many hazardous materials). Above it, umbrella or excess liability up to 5 million dollars, the federal minimum for certain bulk hazardous materials, and additional excess above that. An MCS-90 endorsement is attached to the primary policy as a guarantee to the public, not extra coverage.Liability layersCommon limits and minimumsAdditional excessfor contracts that ask for moreUmbrella or excess liabilitypays only after the primarylimit is used upPrimary auto liabilitythe first policy to pay a crash claim$0$750,000Federal minimum for for-hireinterstate general freight, vehicles 10,001 lbs and up$1,000,000Commonly required by brokers andshippers; federal minimum for oiland many hazmat loads$5,000,000Federal minimum for certain bulkhazmat; often built as primaryplus excessMCS-90Guarantee to the public, not extra coverage.Carrier repays insurer.attached to the primary
Not to scale. Federal minimums are from 49 CFR 387.9: $750,000 for for-hire interstate carriers hauling nonhazardous property in vehicles rated 10,001 lbs or more, $1,000,000 for oil and many hazardous materials, and $5,000,000 for certain bulk hazardous materials. Texas intrastate carriers meet TxDMV's minimums instead. The MCS-90 makes the insurer pay a judgment owed to the public, up to the required minimum, even where the policy itself would not respond, and the carrier then owes the insurer that money back.

Common questions

Does a Haynesville operator’s MSA change what insurance I need?

Usually yes. MSAs commonly require specific limits, an umbrella, pollution coverage, additional insured status and waivers of subrogation. The policy must actually contain those endorsements. Have an attorney review the indemnity terms.

Do I need an RRC permit to haul produced water around Longview?

If you haul non-hazardous oil and gas waste for hire off the property where it was generated, the RRC requires a waste hauler permit, an active Form P-5, and annual renewal.

Will I-369 at Marshall affect my insurance?

Not directly. Insurance follows your operations, radius and losses. If an interstate upgrade changes your routes, tell your agent at renewal so the rating reflects how you actually run.
